Comics historian Don Markstein at his excellent comic history website http://www.toonopedia.com says “Cosmo got powered up by ingesting the sort of substance we now think of as a drug. In his case it was Cosmic Catnip Capsules, which gave him the usual super powers of strength, invulnerability and flight”.

Cosmo debuted in All Top Comics and appeared in Zoot Comics. That’s a real A-Z career, eh? And let’s not forget his self-titled book as seen above. What a life! Oh, that’s another title Cosmo appeared in, Wotalife Comics. Krazy!
